Getting billed and upgraded contract not working

Upgraded my contract from control chat 100 to the new samsung galaxy s3 mini contract - got my phone today only to see I cannot make calls etc... call the cellc call centre and they have just told me that my new contract will only switch over in 3 months and that I must buy airtime... what rubbish... as you will be billing me At the end of this month... so why is it you give me a contract but not the benefits... utter rubbish... fix this now that's why to called an upgrade and it was done in my upgrade month...
