Failure to repair faulty line

My mother in law A Randall a pensioner now sits since 26 Feb 2013 with a phone line that's out of order Tel number 0125494542 when dialing the number a unknown male answers the phone with tel number (0125496033). She has received about 80 sms messages from Telkom stating the cables are.
1. If the cables are why is my phone working on the same property and was repaired 2 weeks ago.
2. Why is her number answered by an unknown person.
3 why was she given different ref numbers was it to make it look like you are working. Ref Numbers 37211 (28/02/2013), 539CTZ150313, 77CTZ170313, 830CTZ190313
