Very Bad Service from Telkom to a Pensione

My mother is a Pensioner. Her landline has not been working since 21.01.2013. She is able to receive calls but unable to make calls. The fault was reported to 10210 on 28.01.2013 accordingly, Ref. 736CRZ280113. The Technician contacted my mother advising that there is a block call on the line and wanted to give my mother a number to call to unblock/unlock the line? How on earth can my mother call any number if there is no dailing tone? On 31.01.2013 I called 10210 to enquire, spoke to Humphrey who reported it again and gave a 2nd Ref. No.1034CRZ310113. 04.02 A Technician, Koos contacted my mother, same situation where he first wanted to give my mother a number to call. My mother explained the "no dialing tone" issue. Koos came to see my mother at home, said he was going to check something at the line outside and return. To date he has still not returned. Today, I called Telkom, 10210 again and spoke to Nongle who checked the system and said that the Technician spoke to my mother who said the line is repaired??? I asked her to transfer me to the correct dept. to request that the line be cancelled & removed as we will replace it with a Neotel line I held on for 15 minutes!
