Faulty line but we are still being charged

2010 when we installed our line, we picked up that our line was faulty on numerous complaints that we lodged about our line.january 2013 we phoned them 2reconnect our line and they said that we will be chraged a connetion fee seeing that they discontinued our line. We paid the connection fee of 380 and they sent a technician to connect the phones. I tested the phone, it only gave one ring and didn't work agen. On his arrival the next day he came to check the pole and descoverd that the fault was at telkom. On the 1feb I phoned the call centre and spoke to cathrine. I told her seeing that the fault was with telkom in 2010 they must refund the couple because they are pensioners and there complaints have been ignored since 2010. On the 20th of feb we spoke to elma, and she said they did refund us but nothing reflected on our accounts and couldn't tell us to what account the money was refunded. I'm numerous calls and complaints again they ignored me and still there's no sign of a refund. I feel that unhappy about the service and they way in which telkom is handeling my comlaints. And I also feel that it is unfair for them to charge pensioners for their fault
