ADSL Service Down now for over a Month

One of our ADSL circuits went down on 07/03/2013. Call was logged with Telkom's Business Call Centre the same morning for this circuit and a reference supplied. Subsequent follow up with Telkom regarding revealed some sort of network failure at the exchange. A network failure reference was supplied. Since then only response on every status update request from Telkom "Still linked to network failure. We have not been able to resolve the issue at the exchange. We will call you if the situation changes" I have not had one call from Telkom regarding since logging the call over a month back. And they are still going to expect to pay my bill!!!
