Repeated bank charges for continous deducting

I have asked repeatedly to cancel the debit order and make arrangements for paying the amount in arrears off.
The bank charged a total of R1400 in retuned debit orders. I could have used this money to pay the fees that I owe to them. I have phoned in and explained this to them with the response that the debit order will keep going of until the whole amount has been recovered. What is the point of making arrangements?
I have been bled dry with these bank charges.
