Incompetent and unhelpful technical support

For the past 10 days I have been trying to get a static IP address assigned to a wireless modem. Every day I've been told by technical support that it has been done and when they finally believe that it has not been done correctly, I'm put back in a 24-48 hour queue when "Systems" will be able to attend to the problem. "Systems" have "solved" my problem on at least 3 separate occasions and still the model is being assigned a dynamic IP. The support staff do not understand the problem and offer advice which is simply inaccurate and shows they do not know what they are doing. I've tried contacting and leaving messages for a supervisor for 2 days who is either not present or is avoiding me.
