5months still a problem

Its been 5 months and my internet has not been up to standard.
Sometimes it work like 60% and the rest of the time we cant even open up a page.
8 x Telkom technicians came to check if they could find a problem with there own laptops and modems.
3 x specialists from mweb checking local and international pings and...
The last 3 months its been better but not as it should be.
I have herd many stories from mweb to Telkom and Telkom to mweb but no one seems to solve my problem.
Its been a week now and im getting tired of refreshing my page 5 times to open up Google.
I suggest sending one of your own people to site to check the problem and also collect your modem that doesn't make a difference.

1) line been tested 100 times and ok
2) pings were very high like 1000-2000 but not it show normal with no internet.
3) Did all your ping tests 100 times, reseted the router 100 times, reseted from your side 100 times.
4) Telkom tested with there own equipment (modem and laptops) Mweb sended us 2 x modems to test.
5) brought a new router myself to test.
6) 2 x computers reloaded with new programs
7) changed cards at the exchange twice

I think between mweb and Telkom I am been throttled
