Bring back my phone

Cell c is just a up place and what i hate is that their took my phone for obf on the 19 of february and what is happening is that they never brought it back up until now and what is irritating is that they told me that i would pay 99rands and now i dont have a phone and they want 650 from me, im not paying that until they try and blacklist me cause cell c is full of i hate this network
