Broadband Speed is ZERO - 99.99% Constant Timeouts

I bought a Cell C Data Package for a whooping R2, 499 (a 100 giga package), thinking that this would be a great buy, after using 8ta's 120gig package (R1800) for a full year in 2012. I then inserted the Cell-C SIM card into my ZTE HSUPA modem that I've been using successfully with my 8ta 120gig package for the ENTIRE 2012 year. So I inserted this new Cell C 100 gig SIM card into my ZTE modem and Oh Lord... broadband speed is ZERO!! The loading of a simple [URL Removed] webpage takes more than 3 minutes and obviously it eventually times out!!! Don't even talk about trying to open Facebook, Gmail, or [URL Removed] ... they Don't LOAD at all. But that's NOT all, I then made a BIGGER mistake by giving Cell C the benefit of a doubt, today I decided to go and buy a new Huawei E5331 21.6 Mbps modem that cost me another R1000. And to my shock... No difference!!! Speed still ZERO, in fact it appears to be WORSE on this Huawei E5331 21mbps modem! My what a Mistake I made buying this huge Cell C data bundle. I feel like I've thrown a total of R3500 into the trash bin in the past 10 days due to buying products from Cell C and giving them a benefit of the doubt, Lord what have i done!!
