No call back from cellc

Still waiting for cell c to phone back about my contract a week later, been given a refrence number, upgrade my contract for a samsung galaxy s3 on the 14th Feb, been told by cell c can only use my data and phone from the 1st May. how must i phone if there is a emergancy.
