CellC not compling to contract agreement

On 13 January 2014, I upgraded my contract with CellC direct to supply me with a Samsung Fame cell phone at R109.00 for 24 months. The contractual agreement is to deliver at my home within 3 to 7 days. After various follow ups and suggestions from my side, I still haven't received a cell phone. The latest comment from the upgrade supervisor was to try again next week.
