Enforced installation fee

I moved to a new place and needed a landline in order to get ADSL (unlike in ANY other country where LLU has been implemented instead of fought against tooth and nail). Not only am I forced into having a landline before I can get ADSL, but I am forced to pay R551.69 for them to "install" the line. The people before me had a voice and ADSL line from Telkom so all that was required was for them to activate the line on the exchange. A Telkom technician can only come to my house during the week (so I had to take a day off), he was there for literally 2 minutes to connect a machine up, then drove to the exchange around the corner and returned 5 minutes later. My line was setup up. I am being charged over R500 for something that does not require exceptional training (like a lawyer or accountant) and took less than 15 minutes worth of time. I am furious that I am forced to even have the voice line when I only want ADSL, but I am absolutely livid that I have to pay Telkom ~R550 for them to get that up and running. This is PROFITEERING and the consumers should be protected from it!!! Neotel does not integrate with other ISPs so there is no choice in the matter.
