Not getting my phone back

I gave my phone in for repairs and after 3-4 weeks only got a quote for a R1100 for a new phone. I rejected the quote on 28 February 2013 and asked them to return my phone as I found someone else that can fix it for me in 24 hours. It is now almost a week and they still haven't returned my phone.
