BIS not activated but charged

After 2 months my phone is not sorted on top of all the complaints they Charged me BIS for a phone thats not connected I request a refund on that i am very disgusted with cellc admin and client services the number 0848767340 please look at my complaint via facebook and the technical department I WANT A REFUND ASAP
