Contract was approved but they can not disburse it

On Monday 25/02/2013 i went to the MTN shop to apply for a contract as i urgently had to get a new phone (My existing one is faulty). The staff at MTN did not bother to let me know that the contract was approved. When i called today 28/02/2013 they told me that they will call me back. i called them back after getting no response from them later after a few hours today. They said that the contract was approved but the lady that handled my contract application is the only one that can give me the phone as they are scared of giving the incorrect. She is not at work today but they will call me as soon as she is at work. How long do i still have to wait to receive the phones? and if the service is already at this level, what type of service will i receive in future? Why cant the staff that is there assist me?
