Given a recycled number and Billing incorectly

I took a cellphone contract with CellC in November 2012. I have not been monitoring how much is being debited. Only to check in Feb 2013 that they are debiting around R785 instead of R249. When i looked at my statement i found out that i was being billed for contens that i did not subscribe to. I then called one of the contents company and i was informed that the number CellC provided me with, is a recycled number and the previous owner had subscribed and they offered to refund me. I gave CellC all the info i have investigated and whenever i call to follow up on the issue they say their are still investigating. People must check their statements or they will end up paying for things that they did not agree too.
