Unable to Upgrade

Wanted to do an upgrade on my wifes
CellC contract, however we were told to
call cellc due to non payment on the
account.
I called cellc and was told the account
cannot be upgraded due to a previous
number I had on contract that was unpaid.
More than a year ago, I had issues with
cellc and wanted to migrate my package to
another deal and was told it can't be done.
After calling cellc to find out how much I
owe and need to pay on my account, the
call centre told me the number I provided
them does not belong to me. After giving
them my ID number he was then able to
provide me with the information and
confirmed that I only had the one number
with cellc.
So the number I had recently upgraded
after 2years cellc gave away. And now
another 2 years later when I want to
upgrade which is fully up to
date paid for, I cannot because of a
number that I was told does not belong to
me.
