Call center a ghost town

I applied for a Cell C straight up 200 contract bundled with a black iPhone 5 16GB handset 3 weeks ago, and the application was approved. I received an sms from Cell C telling me my order has been issued and will be delivered soon, over a week ago, and I still have had no correspondence from Cell C.
In order to ascertain exactly when I can expect delivery I have been phoning 084145 to speak to an agent, however, it seems no one works at Cell C's call center any longer. I can wait for 10 minutes holding on the line for someone to answer the phone and still have to end the call without any success. I have also emailed cell c customer care and have not received any response. I request that Cell C fulfill delivery by Friday 01/03/2013 or they must cancel the application. I will go elsewhere.
