I have been using a Cell C data bundle for quite a few months, and lately I have had the displeasure of almost constant network problems:

over the last few weeks, I have constantly had data connection issues. Sometimes it will be perfectly fine (Speed Tests: 88ms ping, 11.53 mbps down; 1.66mbps up) and 5 minutes later the service will not work to the point of not even being able to do a speed test.

apart from the peaks of perfect connection, the average state of connection results in a ping between 300 and 2000 (yes two thousand), 0.012 - 2.2 mbps down 0.001 to 0.35 mbps up. - This is completely unacceptable.

I have tested various locations in Cape Town:
Claremont (Home) gives the worst stability experience with peaks every few days that work correctly
Wetton / Ottery / Wynberg VERY slow speeds but usuallty after a few minutes connections can be made
Sea Point: best results, but sometimes still very slow
Durbanville: Average to best results

I have all the speed tests available on request.

I hope this issue to be resolved quickly as I have always had a good experience with Cell C and advertise as such.
