MTN Low Bandwidth

I signed a contract with the MTN service provider that gives me 3gigs of data at high speeds. Once the 3gigs have been depleted, the data is uncapped but at a lower speed of 40KB/s. I know whilst within the 3Gig usage, the download speeds are quick but once it is depleted my speeds never go above 30KB/s. This is complete rubbish and I want an explanation.
