Billed for something I never received

In October of last year I phone telkom to apply for the Adsl package for 369pm which includes line rental and free wifi and 3G modem. The woman told me that they would send someone to install my Adsl line. No one pitched up. I left it. Then I phoned telkom to ask to send a technician that will fix my prepaid landline because for some reason wasn't working. Can clearly remember that the guy came on a Sunday spent two minutes and left again saying he will be back now. He never returned. From then I haven't been receiving any calls on my line. Didn't even have a dialing tone. Well still doesn't have one. Last week I received a SMS saying I owe 800 rand. I went in today to find out why and was told I have a open line. So basically I have been billed for something I haven't used or signed for and doesn't even work. That's pathetic. I'm more disgusted in the fact that my line is still not in use.
