Vodacom cannot stick to their word

After my last report on 17 Sep 2012 vodacom replied (13/10/12) with this msg:
Good day,
Thank you for taking time to state your query with Vodacom.
We have investigated your dispute and have come to a decision that Vodacom will reactivate your line.
Thank you for the documents.
We need a copy of your ID and a three (3) months' bank statement as well please.

on 15/10/12 I sent the documents- no reply
on 20/11/12 & 9/01/13 I followed up with no reply

i have now received yet another settlement demand from Vodacom's debt collectors.
What is wrong here? why is vodacom so incapable of following up, assisting their clients & sticking to their word?
