MTN is biased against prepaid data modems

We have one contract data sim card and two prepaid sim cards. The contract sim card will irrespective of modem it is fitted to locks onto the network and has full internet access. The two prepaid sim cards struggle to lock onto the network and when they eventually do no internet websites can be accessed and resulting in page not found displayed on browser. We then fit the contract sim card to the same modem on the same computer and internet access is instant and all websites can be accessed. We have called MTN 1555 data help line several times and the operator will insist it is modem settings, we go through all the settings all perfect then we are told it is a coverage problem and to call that department. If it is a coverage problem why does the contract sim work perfectly. It is clear that prepaid data sim cards have to stand back to give the contract sim cards priority when it comes to network and internet access. This is totally outrageous as we pay in advance for our data bundles so in effect prepaid should get priority. Is it possibly that prepaid the billing is controlled by the user?
