Super slow connections and refusal to rectify

I am on MTN uncapped lite and also have a certain amount of data on my iPhone package. For the last three days, regardless of where I am, I hardly ever get 3G and mostly get Edge. Even when I get 3G, it is no faster than Edge. This is in spite of having practically full signal (95-100%). Usually, after hitting my soft cap, speeds reduce where I can get between 40-48kBps and usually closer to 48. After phoning MTN, I was told that after hitting my soft cap, they can give me anything between 0.1kbps and 384kbps. Saying you can give someone 0.1kbps is virtually the same as saying you can give them no service. Is this "fair usage"? Also, this doesn't explain why I have been getting similarly poor speeds on my phone which is not subject to a soft cap. This type of thing has already happened a few times before with pretty much the same disregard for service and responsibility.
