Utterly distraught

I applied for a contract, consultant called me and then app had declined. Got another call approx 10 mins later and said she was gonna do an upgrade. Processed everything and advised that delivery will be in 5 days confirmed delivery address and adv what is needed. Ref no. UV145468. 10 mins later I receive another call for a pin number which I didn't have. After confirming that everything us approved she then says she made a mistake. This phone has already been promised to someone after she finalized the app. Now I dnt mind paying the fee but regardless. I want the phone.
