WHAT A JOKE 3 MONTHS STILL NO SERVICE

It is now just over 3 months and I am still waiting for services from the technical staff to assist me to create email account on laptop. Even stop payment for someone to contact me and I am still waiting. Please tell me what must I pay for as I am sure as a consumer I pay for services I receive and currently I do not receive any service
