Internet upgrade bad service

After we asked for an internet upgrade to the Telkom unlimited 10MB line i am still sitting with my hands in my hair!!! first it was a soft cap then its the line then the technician promises me that ALL IS WORKING NOW, but we are still on our old line speed of 4MB AND I NEED TO WORK. i SPENT A TOTAL OF 2.5 HOURS ON THE PHONE HOLDING THE LINE. Come on people!!! can someone assist me please its been almost three weeks now and Telkom said it will take 48 hours.!!!
