Internet Line Speed not what I requested

On 23/05/2013 I Requested an upgrade from a 4 Mb line to a 10 Mb line. This was done, my router is now connecting @ 10mb. I also asked that my 20mb "Cap" be changed to a 10mb uncapped account. Since then i have been having issues with line speed. I am not getting close to 10 Mb. After numerous calls to Telkom and hours of frustration I got a call this morning from a telkom Technician telling me my "Cap" was a 4 Mb uncapped and I need to contact Telkom Internet to upgrade it to 10 Mb. I contacted Telkom Internet and the say they need a ticket to do it. I mean why is it necessary to contact 20 different people to setup a account. Do you guys realize that in July 1969 man set foot on the moon with less technology than we have today and you cannot do something so simple? Come on Telkom, GET THIS RIGHT because my livelihood depends on it!!!
