Adsl line sluggishness

I am an Adsl customer with a 4 Mb line with Telkom managed by Afrihost. Exchange was upgraded to 10Mb recently. My sync rate is a dismally slow between 1 and 2 Mb on Ookla Speedtest. It is sometimes at a standstill.
Afrihost customer service say my line is syncing fine at just over 3 mb from their side. I recently exchanged my Telkom router with them after lightning damage. The wifi speed is ridiculously slow.
