Telkom install landline for Cosatu but not for me

I called the 10217 call centre to apply for a landline for my business. After a long wait Telkom contact me to install my landline on 23 Jan 2014. They do not install my line but install a landline for Cosatu in the shop next to my shop.

The technician tells me my line will be installed on the 24th. On the 24th no line is installed and no feedback from the call centre. Then I am given the date of the 29th. Today again no line installed. Call Centre tells me there are no lines available in my area. But how are there a line available for Cosatu? Call Centre are unable to tell me when or if I will get a tel line.
