Not getting the correct download speed

We have a 1mbps line with telkom under my dad's name, Mr D.R. Unwin. I usually download at about 80kbps during the week but the last three days our download speed is down to well below normal. The browsing is working. I phoned the call centre twice and was told the first time that there was no problem and the second that there could be a problem at the exchange and that telkom had been having problems with their network and that is why the speed has been slow since Sunday. Nobody can give me a definitive answer and nobody can help. Surely Telkom should know if there is a problem or not. Why am I not getting what we are paying for?
