Failure to keep their promise

I bought a Samsung cellphone at Vodacom on Monday 2014-01-20, the cellphone doesn't call, send messages or browse internent. I took the cellphone back to Vodacom and they told me that they will book the phone in even though it's only 3 days since I bought it.when you buy a cellphone they say if it gives you a problem within 7 days you bring it back and they give you a new one but they are now telling me a different story.
