Returning Cellphone

I got a call on the 17th December 2013, The sold me a contract cellphone (Samsung S4mini). I received the cellphone on the 14th January 2014 via courier. The phone went for 7 days without it being connected to the network. I have been trying to contact the service provider for 3days following that. I have now decided to return the cellphone to them as i am not interested in the deal anymore. The clause on the contract that i signed with the company clearly states that i have the right to terminate the contract within 20 working days. Now they are refusing to let me return the cellphone to them and the are threatening the to charge me a cancellation fee of about R2509.13 which is almost half the cost amount of the cellphone. Telkom mobile clearly states that the i am not liable for the cancellation fee if the phone is returned within 14 days of the delivery date.
