ADSL Speed???

I subscribe to Telkom's 10mbps ADSL line.
For the last 2 months I have been unable to obtain a reasonable speed.
I am paying for a 10mpbs line!! Why am I only getting less than 1.85mbps!!
Surely you have had enough time to sort this problem out???
Will I be billed for a 2mbps line???

How long will it take Telkom to sort this out???
