Failing to provide signal for 2 months

I have not had NO reception on my TV since November last year. I have reported the problem to TOP TV who had sent me back to Smart Village as they are responsible for the signal on my estate. I had reported the problem to Smart Village on the 2nd of January 2014. I was told by Connie that a technician would come out to me on the 3rd of January 2014 at 12. noon. I get a call from Connie on the 3rd of January 2014 at 11.00am an hour before the technician was to arrive. She tells me that the technician that was to come out had been cancelled as there is a general problem for the signal of TOP TV on the estate as DSTV has taken all the channels for their signal on the estate. I have paid my subscription to TOP TV in advance in December 2013 for a service that i had not received. When i asked Connie for her supervisors number she refused and said she would get her supervisor who is Annamarie. Till this date i have not received a call from any senior members of Smart Village. I have subsequently been told that there will be no TOP TV on the estate any longer. There was no notification given to me me by either TOP TV or Smart Village. I am absolutely frustrated & disgusted.
