Cell C not doing there work and blaming the client

Begining December ive done a simswap at Cell C more then a month later the sim is still not active but Cell c is billing you every month for the service but they dont activate the sim and when you call the and say you wont pay for the service you didnt receive becauce of a fault from cell c they replied that they didnt activate the sim because of a short payment done in January 2014.
I asked to speak to her supervisor when shr said she will first peak to him and then she came back with the excuse of the acc being in arears of R 50 in January and that is why they didnt activated the sim in December but they charge R 200 every month and you cant use the device.
