Upgrade done but billing incorrect

I did an upgrade in December, changing my contract from a top up 500 to the new smart s plan, which would change my billing from R500 rand a month to R299. This has not occurred, I called on the 4th of January to be told that I am still on a top up 500, which of course means that Vodacom will be billing me for this again, which I am not going to pay, if I have to cancel my debit order I will do so. The reference number I received for my phone call on the 4th of January also has no record of my complaint. I am not sure why I would get a reference number to tell me I made a phone call, I am very well aware of this, I do not suffer from dementia, the reason I asked for a reference number is because phone calls are recorded so that this kind of mistake does not occur over and over again. I am extremely unhappy and angry, I would prefer to cancel this contract with Vodacom if this is not dealt with immediately. The reference number I received for the call was 324432722.
