Terrible International Data Exchange Speeds

I have been having serious issues with latency and speed regarding any international data traffic through my Telkom 2mbps uncapped ADSL line. The following are 3 speed tests conducted subsequently at roughly 21:50 on 09/01/2014:

As can be seen, the international statistics are way below the local data traffic, and are unacceptable for use during any form of streaming (YouTube) or even online gaming (World of Warcraft). When I attempt to play WoW during the day, my latency is never below 600ms, whereas it was below 200 (the "norm" for South Africa) before the beginning of the week. This is a daily problem, that seems to reset at roughly midnight everyday, but returns by 06:00 the next morning. Before you tell me to reset my router or claim that the problem is on my end, and before you blame this on a "faulty line", please note that I am NOT the only person experiencing this problem, as almost all my friends on Telkom are experiencing the same problem, as well as it being reported on various forums. Please investigate and fix ASAP.
