Data pricing hording

A little while ago Vodacom announced that all contracts maximum allowed data would be doubled. In other words, those contracts that had a 500mb limit would be increased to 1gb, and those with 1gb would be increased to 2gb and so on. As I am on the Vodacom network with Autopage I have been waiting for my 500mb to become 1gb. So why has this not happened?
