Telkom Line down since installation (Noisy no tone

second week of december had my new telkom line installed, the service was great by the installer, however at the end of the installation we discovered that the line was noisy and had no dial tone, Installer had said he will comeback and sort that out, it is now the 07 of January almost a month and my line is still noise no dial tone, please help? Reference : 68BRK030114.
