Telkom has no clue on how to do their jo

I have asked for an installation of and adsl line in my home, after a couple of phone calls and tension and delayed service i finally got a line installed. But Telkom installed the wrong line and wanted to charge me for their mistake. A month later and nothing has happened with the line. Now we have a new tenant and he wanted to move his exciting line from his old place to ours, and they want to charge him installation fees for a line that is already been installed, after telling him that there will be no charges. Every time we speak to someone at Telkom we get told a different story. Do these people even know what they are doing? We are still waiting on a line and still waiting for a response.
