Unable to dial out or send sms's for the past mont

I was unable to send sms's and dial out since the begining of December 2013, after about 20 odd calls to the call centre on number 808, all the call centre agents could assist me was with giving certain codes which to date has not worked, one agent was friendly enough to give me a return call and advise the problem is not with my phone or sim card but merely on the network which could take up to 3 weeks to rectify, after numerous follow up's the agents attitudes worsened and after me threatening to use alternative or competetor service providers they advised I should do what I like, to date my account is up to date yet I cannot utilise my phone, I can only receive calls and sms's but not send out. This is poor service yet the provider continues to deduct money from my account, my contract only expires in June 2014 so I'm in a catch 22 situation, what can I do?? And who can assist?
