Sms on samsung s4 mini not woring

A month ago i bought 3 phones Two S4 mini and a S4 from telkom.

Both mini is on the smart plan 100. Only the one phone is giving us a problem, the white S4 mini is unable to send sms.

I've been on the phone with telkom daily to try and sort it out .but no joy.now they just pic up there shoulders and say that the problem has been escalated.and that i must wait for a solution.

its been a month now
