Samsung S4 Mini - Cannot send SMS

I took out a new contract with Telkom Mobile at the end of last year and decided to get the S4 Mini. To date I have not been able to send a single SMS. I have phoned the call centre on at least 3 occasions and got a mixture of responses and remedies. On my last call the agent explained that there was an issue with the phone on Telkom Mobile's network and that engineers were working on it. 6 weeks later and it still does not work. I have never received any feedback from Telkom mobile on the issue.
