How the can they do that

I found out yesterday that my blackberry has been blacklisted (reported as) even a form was filled in. How the can they block the phone if that persons details differ or even how did that person get the details if all was filled in write??? And how can vodacom slip up on it??? Now I need to go through all the trouble to go to the policestation to get an avidavate and fill in a form and take it all to vodacomshop for them to ublock it!!!
