Still no feedback and want to cancel

I am fed up waiting for a response. we are in 2014 now and still do not get feedback from your network department when i sent a request in 2013. i want this contract cancelled as you cannot offer me service. i cant even migrate to a higher package unless i have had the contract for 7 months??? what is that?
