Telkom is still Telkom no chage

I was inquiring about an ADSL line for my home. So i phoned the and they said there is service in my area just have to go and pay R700 rand deposit and they will come and i stall it for me so i did. Then 2 weeks after i got a SMS to say there is no service in my area??? then i wend back to the store where i payed R700 rand to get my money back and the said no i must wait 2 to 3 weeks for me to get my money back why i don't know. I PAYED R700 CASH why must i wait to get my money back???
