Cell C continue to ignore contract - no callback

My wife started her Cell C contract 6 months ago, however Cell C refuse to honor the contract regarding data allowance. She receives a third of the data she is entitled to. This was reported (when identified) months ago and I have made 5 (separate) calls since, requesting that someone reviews this, resolves it and calls me back. Not one person has called me back, ever. Every time I call and ask for a manager, I am told no managers are available.

This is a breach of contract, and am stunned at Cell C's disregard of terms and unwillingness to rectify.
