DSL Never worked but still invoiced

Since September of this year we have been struggling to get our ADSL line up to working condition with many many Technicians and call Center agents.
Up to this day we still have not had our line up and working to what it was previously and have now decided to cancel the service as we are paying for something that does not work.

I spoke to an agent and logged a dispute about the Billing as we paid but never had our service running.yesterday I got an sms saying we owe a R1000 to telkom. This is ridiculous and dont see why after speaking to the agent that we still have to pay for our DSL line, Phone calls i understand fully.

I feel we should be refunded for the months we payed but had no service and not be charged for this past month.

Please assist as I feel this is not fair.
